Xavier Davis is an attorney, educator, and equity leader whose work sits at the intersection of civil rights, organizational practice, and public education. Through Open Deck Strategies, he works with schools, public agencies, private businesses, and legal teams to examine system policies, design adult learning modules, and build pathways to opportunity. His approach focuses on translating complex structural rules into sustainable everyday practices with clarity, genuine care, and mutual trust.

Before founding Open Deck Strategies, Xavier practiced law as a public defender and later moved into educational where he spent several years supporting workforce equity, student leadership programming, and community outreach frameworks. His unique methodology is informed by possessing an extensive knowledge of Special Education (SPED) law and wrap-around support services. Xavier understands how these heavy institutional mechanisms look on paper, where they can fail people in daily practice, and how to deconstruct their vulnerabilities to build true systems of access.

Open Deck's approach is practical and context-specific. Rather than offering one-size-fits-all solutions, Xavier works with clients to conduct grassroots outreach that unearths unvarnished truths regarding access, inclusion, and organizational climate. He helps teams design functional systems of access that elevate underrepresented voices, build long-term institutional safety, and ensure realistic, responsive next steps that are grounded in the diverse communities they serve.
